I have a keloid scar on his chest a few inches below the collarbone. I am very aware, because it attracts many eyes. I can not wear clothing under the neck because of it. So, now I want to put a tattoo of him in camouflage and make it more presentable. Is it possible tattoo or keloids makes me terribly? Are there any health effects?

It is possible, but U need to consult a specialist, not to hurt, the scar again.
You may have seen some ... get a good artist, might otherwise act as a tattoo on a scar and keloid, that are considered the primary purpose defeats.
